Per Roger Taylor 9/25/10: J. W. Bailey exhibited enamels between 1859 and 1889 at the Royal Academy and Suffolk Street Galleries but was not a member of the Royal Academy. Center figure is Albert Edward, Prince of Wales (later King Edward VII); center left figure is William Ewart Gladstone; top right figure is Napoleon III.
