Upon taking office in 1933, US president Franklin Roosevelt was set on improving the nation’s relations with Central and South American countries. This composition reflects the desire to replicate a past era of cooperation and friendship, a broad initiative known as the Good Neighbors Policy. Earlier US and Mexican presidents—Abraham Lincoln and Benito Juárez—are positioned above the title "Good Neighbors, Good Friends." Behind them, two farmers holding the flags of their respective countries shake hands.
