The Reg'lar Out-an'-Outer vot drives the Hero!
Cruikshank, following the lead of William Heath, often used the imagery of coaching for political satires, and aimed this example at the Irish politician Daniel O'Connell, who wears a driving coat and tugs hard at a set of four-in-hand reins. The criticism is aimed at pro-Catholic concessions made by the Duke of Wellington in response to the Clare election (O'Connell was a leading advocate for Catholic emancipation and had formed the Catholic Association in Ireland in 1823; his election in 1828 as M.P. for County Clare would help secure the passage of the Catholic Emancipation Act in Parliament in 1829).
