Pennell, a Philadelphia-born Quaker, spent the first two decades of his career abroad, living primarily in London, where he became a close associate of Whistler. Here, he represents Sir Christopher Wren's steepled church in the middle of the Strand in London, next to the Law Courts with the street filled with pedestrians and horses. The artist printed about seventy-five proofs.
