Pennell, a Philadelphia-born Quaker, spent the first two decades of his career abroad, living primarily in London, where he became a close associate of Whistler. Here, he represents the East River with steamboats silhouetted against the water, dark foreground piers, and the Brooklyn Bridge and buildings of southern Manhattan in the distance. The artist reversed the actual view and printed about one hundred proofs.
