Pennell, a Philadelphia-born Quaker, spent the first two decades of his career abroad, living primarily in London, where he became a close associate of Whistler. Here, he represents the Thames from the Pool of London, an area of dense shipping activity below Tower Bridge. The latter is silhouetted against the sky at sunset, with moored sailboats and a steamer in the foreground. The artist printed about seventy-five proofs.
