The Victorians were adept at making copies of 18th century fans which are sometimes difficult to differentiate from the originals. Details of the costume or hair sometimes are indicators. Here the jewelry at the women's neck while distinctly period, is not consistent with the what was worn at the neck with the costume depicted.
