Pennell, a Philadelphia-born Quaker, spent the first two decades of his career abroad, living primarily in London, where he became a close associate of Whistler. Here, he represents Manhattan from Governor's Island, framing the view across New York Bay with two large trees. Tonal areas at the margins were created by pressing sandpaper into a grounded plate. The artist printed about eighty proofs.
